The alleged conspiracy between Emperor Shaddam IV and House Harkonnen to annihilate the House Atreides; a political maneuver that triggered the collapse of Atreides leadership on Arrakis and ignited widespread unrest. This conflict catalyzed demands for the recognition of the Fremen rights over their native planet, Arrakis. The principal matter concerns the legitimacy of spice exploitation and whether control should reside with the Fremen or with the Imperial forces and the economic elites represented by House Harkonnen.

The participants of the negotiation will debate themes like the non-recognized rights of the Fremen over its own planet. Apart from that, bringing justice to the fallen Atreides house, and establishing a proper regent to control the spice will be essential to solve. Another goal is to maintain space commerce, so that every delegation gets its own commitment over its own rights, still having in mind that power and the universal order are ruled by spice.
